Abstract
Community empowerment has begun to be realized by many parties, in government agencies, both the Central Government and Regional Governments, various kinds of empowerment institutions have been formed. As a process, empowerment is a series of activities to strengthen the power or empowerment of weak groups in communities experiencing poverty. The East Nusa Tenggara Maritime and Fisheries Service noted that Malacca Regency, which borders Timor Leste, is the area that dominates pond fisheries cultivation. The latest data records that in 2022, pond aquaculture production in Malaka Regency will reach 2,664 tons, dominated by milkfish. The community manages pond land with the aim of earning income to meet their daily needs. This research aims to describe and analyze the role of the Fisheries Service in empowering fish pond farmers in Malacca Regency. The method used is a qualitative descriptive research method, the technique for determining informants used is purposive sampling. The data collection techniques used are observation, interviews and documentation. The research results show that first, the government's role as a dynamist, in socializing the benefits of being a fish pond farmer, has been carried out by the Fisheries Service but has not been maximized because there was no significant impact from this socialization and it only happened once. The Fisheries Service has also provided counseling, training and assistance, but this has not been optimal, because the Fisheries Service only carries out activities for pond farmers who are in groups, while those who are not in groups do not receive empowerment and are only carried out once in 2021. Second, the government's role as a facilitator, in providing facilities and infrastructure, namely the Fisheries Service has provided facilities and infrastructure to pond farmers in Fahiluka Village in the form of distributing fish seeds and fertilizer. The Fisheries Service has not implemented maximum empowerment for pond farmers in Fahiluka Village. Helping to market the products of pond farmers in Fahiluka Village is not yet optimal because the Fisheries Service only markets it by promoting it through words rather than collaborating or partnering with any party. The conclusion in this research is that the government's role as a dynamist and facilitator in the form of the Fisheries Service carries out outreach, counseling and providing infrastructure, but this is not optimal. This can be seen from the Fisheries Service only providing empowerment to other villages but not paying enough attention to Fahiluka Village and the empowerment that has been carried out has not been optimal.
