Abstract

This study aims to describe community participation in the implementation of Village Development Planning Deliberation (Musrenbangdes) in Popo Village, North Satarmese District, Manggarai Regency. Musrenbangdes is a vital forum for villagers to voice their aspirations and determine development priorities based on local needs. The research employed a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. Informants included the Village Head, Village Consultative Body (BPD), community leaders, RT/RW leaders, women, and youth representatives. The findings indicate that community participation occurred at every stage of Musrenbangdes—preparation, implementation, and post-deliberation. However, participation was not evenly distributed, particularly among vulnerable groups such as women and the poor. Obstacles to participation include limited socialization and weak initiatives from the village government to actively involve residents. Despite these challenges, the Musrenbangdes process was generally democratic and served as an effective tool for village development planning.
