Abstract
This study, entitled "Collaboration Between the Village Government and the Community in Waste Management in Kuanino Village, Kupang City," aims to examine and describe the forms of collaboration between the Kuanino Village government and the community in waste management. Effective waste management at the village level is crucial given the challenges of urbanization and increasing waste volumes. This study utilizes theories related to the concept of collaborative governance and community participation models in environmental management, particularly waste management at the local level. Furthermore, supporting theoretical foundations include community participation theory, collaborative management theory, and the principles of sustainable waste management. The method used in this study is a descriptive qualitative approach. Data were obtained through in-depth interviews, direct observation, and documentation related to waste management activities in Kuanino Village. Research informants were selected purposively to obtain relevant and in-depth perspectives on the collaboration process and the challenges faced. The results indicate that the level of community participation in waste management activities, such as waste sorting and the waste bank program, is quite good. However, obstacles remain, such as low public awareness of the importance of sustainable waste management and the persistent practice of littering. Other obstacles include a lack of adequate infrastructure and limited frequent outreach. Supporting factors for successful collaboration include the active role of the government and NGOs in educating and developing programs that empower the community. Open and transparent communication mechanisms are also key to increasing participation and trust between the government and the community. However, differing perceptions and a lack of coordination remain major challenges. Based on the research, collaboration between the Kuanino Village government and the community in waste management demonstrates a fairly good level of participation, but still faces obstacles such as low awareness and limited facilities. Therefore, it is recommended that the Kuanino Village government increase the intensity of outreach, provide adequate waste management facilities, and strengthen community empowerment through ongoing training and education. It is hoped that this collaboration will develop into a sustainable waste management system that can positively impact the environment and the well-being of the Kuanino Village community.
