Abstract
This study is titled "Government Strategies in Waste Management in East Manggarai Regency." In this context, waste management has become a serious challenge faced by East Manggarai Regency, particularly due to population growth and limited waste management infrastructure. The purpose of this study is to describe and analyze the government's strategies in waste management in East Manggarai Regency, as well as to identify supporting and hindering factors. This research employs a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation. The informants in this study consist of officials from the Environmental Agency, field workers, and local community members. The results of the study show that the government strategies include strengthening the institutional capacity of the Waste Management Technical Implementation Unit (UPTD Persampahan), enhancing human resources and facilities such as garbage trucks, and implementing a sanitary landfill system at the Mbolopi Final Disposal Site (TPA). However, the implementation of these strategies faces several challenges, including a lack of Intermediate Treatment Facilities (TPST) and Waste Management Sites with Reduce, Reuse, Recycle functions (TPS3R), low public participation in waste sorting, and limited budget allocations. Coordination among institutions and the development of sustainable policies are crucial steps to strengthen the waste management system in the region. This study concludes that the government's strategies remain basic and require improvement both technically and in terms of public participation. Collaboration between the government, the community, and the private sector is needed to achieve efficient and environmentally friendly waste management in East Manggarai Regency.
