Abstract

This study aims to evaluate the parking tariff at Lippo Plaza Kupang based on the concepts of Ability to Pay (ATP) and Willingness to Pay (WTP). The evaluation is essential to determine whether the current parking rates align with users' financial capacity and willingness, supporting a fair and sustainable parking management system. The research applied a quantitative approach through surveys involving 189 respondents, consisting of both two-wheeled and four-wheeled vehicle users. Collected data included user characteristics, income, frequency of visits, and perceptions regarding the parking fees. The findings indicate discrepancies between users’ ATP and WTP values, with some occupational categories showing higher ATP than WTP and vice versa. These results suggest the need for a reassessment of the current parking tariff system to ensure proportionality with users’ economic conditions, enhance visitor satisfaction, and improve the efficiency of parking management at Lippo Plaza Kupang.
