Abstract

This research was written by Angelina Clarista Keinofa (31121010). Development Economics Study Program, Faculty of Economics and Business under the guidance of Advisor I Dr.M.E. Perseveranda, S.E., M.Si. and Advisor II Mr. Adrianus Ketmoen, S.E., M.M with the title “Optimizing the Local Economic Potential of the Tourism Sector by the Regional Research and Innovation Development Planning Agency (BAPPERIDA) of East Nusa Tenggara Province. This research aims to analyze the role of BAPPERIDA in planning and developing the tourism sector in NTT, including the strategies applied in integrating local economic potential through the tourism sector. In addition, this research also aims to identify the challenges faced by BAPPERRIDA in its efforts to develop the tourism sector, in order to provide a deeper understanding of the dynamics of sustainable regional development planning based on local potential in the NTT region. The research method used is a qualitative method with a descriptive approach. Data collection techniques were obtained through interviews, observation, and documentation which were systematically analyzed. The results found that BAPPERIDA and the NTT Tourism Office used a comprehensive approach in developing the tourism sector. Key strategies such as the “Ring of Beauty” and tiered planning documents (RPJPD, RPJMD, RKPD) are implemented by involving various stakeholders through forums such as Musrenbang and FGDs. This strategy integrates local economic potential with the development of MSMEs, homestays, local wisdom-based products, infrastructure, and local branding. Key challenges include limited infrastructure, fiscal pressures, and high transportation costs. Mitigation efforts are carried out through sustainability-based ecotourism promotion, optimization of digital promotion, and community empowerment. Success is measured by the increase in the duration of tourist visits, with a focus on NTT's unique attractions such as Komodo, Rote, and other endemic animals. The conclusion of this research is that BAPPERIDA has successfully developed a comprehensive strategy to maximize the potential of the local economy through the tourism sector with a “Ring of Beauty” approach covering three main zones (Flores, Sumba, Timor) and supported by tiered planning documents. This strategy includes empowering MSMEs, strengthening infrastructure, digital promotion, and managing tourism villages based on sustainability. The great potential of NTT as a leading destination is offset by challenges such as limited infrastructure and high transportation costs. Through sustainable promotion, cross-sector collaboration, and community empowerment, BAPPERIDA ensures tourism has a positive impact on economic, social, and environmental aspects, while encouraging sustainable development in NTT.
