Abstract

Archives are an essential component of public administration as they function as sources of information, accountability tools, and organizational memory. This study employed a qualitative descriptive method with data collection techniques including observation,interviews, and documentation. The research involved four informants. The effectiveness of archival management in the Government Affairs Division was analyzed through four indicators: productivity, job satisfaction, profitability, and resource acquisition. Based on the collected data, the findings indicate that only some aspects of archival management have been running optimally. Productivity and profitability were achieved satisfactorily, whereas job satisfaction remained low due to limited employee training, and resource acquisition was constrained by inadequate archival facilities, such as narrow storage spaces and poor air circulation. Furthermore, the archival system is still manual, which slows down document retrieval and increases the risk of data loss. The study concludes that the effectiveness of archival management in the Regional Secretariat of Kupang Regency remains suboptimal and needs improvement through digitalization, enhanced facilities, and human resource training.
