Abstract

This study aims to analyze the effectiveness of administrative services in Penfui Urban Village, Maulafa District, Kupang City. Service effectiveness is a crucial indicator in evaluating the quality of public services, especially at the local government level closest to the community. The study employs a qualitative approach with a descriptive method, based on Hidayat’s (1986) theory of effectiveness, which includes four key indicators: clarity of objectives, sound organizational structure, community support and participation, and the value system adopted by the organization. Data were collected through interviews, observations, documentation, and literature review. The findings reveal that although administrative services in Penfui Village are operational, their effectiveness is hindered by several factors such as limited physical facilities (computers, printers, and archive rooms), minimal use of information technology, and low community participation in providing feedback. A significant number of public complaints indicate dissatisfaction with service time, staff attitudes, and information transparency. This study recommends improving administrative infrastructure, implementing digital-based service systems, and strengthening two-way communication between the village administration and the community. These improvements are expected to enhance the quality of administrative services and better meet public expectations.
