Abstract
This study aims to identify and analyze the role of the Lurah (urban village head) in improving employee performance at Golo Wangkung Urban Village, East Manggarai Regency. The background of this research is based on the importance of leadership at the village level as the frontline of public service, where challenges such as low work discipline, limited human resources, and the suboptimal achievement of Employee Performance Targets (SKP) are still found. The study employs a qualitative approach using a descriptive research design. Data collection techniques include observation, in-depth interviews, and documentation, with key informants comprising the Lurah, village secretary, staff, community leaders, and residents. The results show that the Lurah of Golo Wangkung has actively fulfilled his role as an innovator, communicator, motivator, and controller, in line with Thoha's (2021) leadership theory. As an innovator, the Lurah introduced improvements in work patterns and communication, such as weekly discussion forums and the use of communication technologies like WhatsApp groups. In his role as a communicator, he fosters open two-way communication with both employees and the community. As a motivator, he provides moral support, recognition, and a supportive work environment. As a controller, he actively monitors performance, issues warnings for disciplinary violations, and directs staff to achieve performance targets. The challenges faced include a limited number of employees, inadequate infrastructure, and a high workload. Nonetheless, the Lurah’s active leadership role has had a positive impact on employee performance. Therefore, effective leadership at the urban village level is a key factor in ensuring optimal public service delivery.
