Abstract
The problem of illegal migrant workers remains a major challenge, especially in areas with high migration rates such as East Nusa Tenggara (NTT). This is caused by several factors such as low human resources, natural resources, economic factors, and weak government supervision, guidance, and law enforcement. The Indonesian Migrant Workers Protection Service Center (BP3MI) of NTT Province, as the spearhead of PMI protection in the region, faces multidimensional challenges in addressing this issue. BP3MI still faces various challenges, such as limited resources, lack of public awareness, and weak law enforcement against syndicates that facilitate illegal migration. This research uses qualitative research. BP3MI is in charge of taking care of Indonesian Migrant Workers (PMI) who work legally and have work contracts abroad in accordance with Law No. 18/2017. A unique strategy used is to make the issue of safe migration part of the church pulpit message, as churches are present in almost every village to expand the reach of socialization and protection. Therefore, their main strategy is to build collaboration with various parties. With the right strategy, continuous evaluation, and comprehensive support from various parties, it is expected that the number of illegal migrant workers in NTT Province can be reduced and the protection of migrant workers can be significantly improved. The NTT Province BP3MI strategy that is carried out uses 3 strategies from Fred R. David, namely strategy formulation, implementation and evaluation. It is hoped that further research can examine the Collaborative Role of BP3MI and Local Government in Preventing Illegal Migration in East Nusa Tenggara.
