Abstract

This study aims to examine how the sub-district head's communication competence contributes to enhancing employee professionalism at the Sambi Rampas Sub-district Office, East Manggarai Regency. Communication competence is a vital aspect of leadership, as it directly influences employee motivation, discipline, and performance quality. This research adopts a descriptive qualitative approach with a case study method. Data were collected through in-depth interviews, observation, and documentation involving five informants, including the sub-district head, the sub-district secretary, and staff members of the Sambi Rampas Sub-district Office. The results indicate that the communication competence of the Sambi Rampas sub-district head encompasses three key elements based on Aristotle's rhetorical theory: ethos, pathos, and logos. Ethos is demonstrated through the sub-district head's credibility in showing decisiveness, fairness, and serving as a role model for employees. Pathos is reflected in the ability to build emotional connections and provide personal motivation to employees. Logos is seen in the logical, systematic, and easily understandable explanation of policies and work directives. The sub-district head’s communication competence has proven effective in creating a positive, participative, and professional work environment. The implementation of open and well-directed communication encourages employees to work with greater discipline, accountability, and initiative in carrying out their duties.
