Abstract
The Kupang City Inspectorate is an internal supervisory agency for the Kupang City Government. Based on the target realization data, it is known that the achievement of the Kupang Inspectorate's target in 2019 has not yet fully reached 100% of the set target. The purpose of this study was to determine: 1) Description of employee performance, work discipline, employee competence, organizational culture and leadership at the Inspectorate of Kupang City. 2) The significance of the influence of employee competence on work discipline at the Inspectorate of Kupang City. 3) The significance of the influence of organizational culture on work discipline at the Inspectorate of Kupang City. 4) The significance of the influence of leadership on work discipline at the Inspectorate of Kupang City. 5) The significance of the influence of employee competence on employee performance at the Inspectorate of Kupang City. 6)The significance of the influence of organizational culture on employee performance at the Inspectorate of Kupang City. 7)The significance of the influence of leadership on employee performance at the Inspectorate of Kupang City. 8) The significance of the effect of work discipline on employee performance at the Inspectorate of Kupang City. The research population and sample was 48 employees of the Inspectorate of Kupang City. The analysis technique uses descriptive statistical analysis and inferential statistical analysis. The results of descriptive statistical analysis show that the performance and leadership are in the good enough category. Variables of work discipline, employee competence and organizational culture were categorized as good. The results of path analysis show that 1) employee competence, organizational culture and leadership have a positive and significant effect on employee performance; 2) work discipline has a positive but insignificant effect on employee performance; 3)employee competence has a positive but insignificant effect on employee work discipline; 4) organizational culture and leadership have a positive and significant effect on employee work discipline. The results of the coefficient of determination state that the contribution of work discipline, employee competence, organizational culture and leadership variables to employee performance variables is 91.2%; the contribution of employee competency variables, organizational culture and leadership to work discipline variables was 93.9%. Based on the results of the research obtained, it can be suggested to the management of the Inspectorate of Kupang City to 1) Improve work discipline, especially on indicators of compliance with working hours and attendance by imposing strict sanctions on undisciplined employees. 2) Improve and enhance employee competence, especially in attitude indicators and provide opportunities for employees with high school and diploma education to continue their education to the bachelor's level (S1); 3) Improve organizational culture, especially on indicators of innovation and risk taking, by giving employees the opportunity to develop or be creative in how they work; 4) Improve leadership, especially in the expressing appreciation for achievement with no hesitation to give praise or appreciation in the form of incentives for the successful employees work results.
