Abstract
This research has a number of objectives as follows. (1) To determine and analyze the effect of transparency, participation and accountability on the management of village funds in Lanaus Village, Central insana District, North Central Timor Regency; (2) To determine and analyze the effect of transparency, participation,and accountability on the effectiveness of village funds in Lanaus Village, Central insana District, North Central Timor Regency; (3) To determine and analyze the effect of transparency, participation and accountability on the management of village funds through the effectiveness of village funds in Lanaus Village, Central insana District, North Central Timor Regency. The population in this study were 65 people consisting of 10 village officials, 11 traditional shops, 4 religious shops and 40 people in Lanaus Village. There are 2 analyzes used,namely descriptive statistical analysis and inferential statistical analysis using the SEM-PLS application. The results of descriptive statistical analysis show that the variables of village funds,transparency, participation, accountability,and effectiveness of village funds in Lanaus Village,Central insana District, North Central Timor Regency are quite good. The results of the path analysis show that transparency on the effectiveness of village funds with a t value of 0.551; The sig value of 0.121 and transparency of the management of village funds with a t value of 0.326; Sig value 0.744, participation in the effectiveness of village funds with a t value of 2.878; The sig value of 0.004 and participation in the management of village funds with a t value of 1.827;Sig value 0.068,accountability for the effectiveness of village funds with a t value of 2.970; Sig value of 0.003 and accountability for the management of village funds with a value of t 2,150; The sig value 0.032, the effectiveness of the management of village funds with a t value of 4.292; The sig value of 0,000 has an effect on the management of village funds in Lanaus Village, Central insana District, North Central Timor Regency. The coefficient of determination (R2) states that the variable ability of the effectiveness and management of village funds can be explained by the transparency, participation and accountability variable of 48.3% and 64.4%. Based on the results of this study, it is suggested that the village government improve and increase transparency, participation, accountability and effectiveness, in this case the village government must be open in the transparency of village fund management to the community, and the village government must involve the village community in terms of activities and the existence of deliberations by the village government to the village community and the village government must report or be accountable for the management of village funds to the village community in order to achieve effective village fund manage ment.
