Abstract

This research was written by Ronaldyus Enok, NIM: 31116126 Economic Development Study Program under the guidance of Mrs. Enike Tje Yustin Dima, SE., ME and supervisor II Mr Adrianus Ketmoen, SE., MM. With the title: "Analysis of the Human Development Index in Belu District" The success of the development of an area can be seen from economic development that is measured by human development that emphasizes human life that is feasible both materially and non-materially. One of the benchmarks used to see the quality of human life is the Human Development Index (HDI), which is a composite index that covers three areas of human development that are considered the most basic which includes the education index, health index and economic index. The education index is seen from the average length of schooling and literacy rate, the health index is seen from life expectancy, and the economic index is seen from the purchasing power parity or the purchasing power ability of the community. The formulation of the problem in this study are 1) What is the description of the Human Development Index in Belu District? 2) How does the influence of budget allocation in the field of Education, Health and Economy Simultaneously to Increase the Human Development Index in Belu Regency? 3) What is the effect of partial budget allocation in the fields of Education, Health and Economy on Increasing the Human Development Index in Belu District? The purpose of this research is 1) To find out the description of the Human Development Index in Belu Regency. 2) To explain the effect of simultaneous budget allocations on Education, Health and Economy on the Human Development Index in Belu District. 3) To explain the effect of partial budget allocation in the fields of Education, Health and Economy on the Human Development Index in Belu Regency. Types and sources of data used are time series data, namely the years 2010-2019. For the process and data analysis using multiple linear regression analysis with education budget (X1), health budget (X2), economic budget (X3) and human development index (Y). Data collection methods used were interviews and documentation. In this study the data were processed using SPSS Statistics 20 software, namely with four classic assumption tests, multiple linear regression analysis, hypothesis testing and determination tests (R2). From the results of this study it can be concluded that the results of the t test or partially the education budget variable does not have a significant effect on the human development index, the health budget variable has a significant influence on the human development index and the economic budget variable does not have a significant effect on the human development index . The F test results simultaneously variables of the education budget, health budget and economic budget significantly influence the human development index in belu district. R Squere results are 0.731 or 73.1%
