Abstract

This research was written by maria renya yosiana balaweling (31118021) development economics study program under the guidance of I Br. Salomon Leki, SE.,M.Ec.Dev and advisor II Enike The Yustin Dima, SE.,ME with the research title ‘evaluation of the distribution of direct cash assistance (BLT) village funds during the covid-19 pandemic in balaweling noten village flores regency east year 2020-2021. The formulation of the research problem is how to implement the evaluation of the distribution of village cash direct assistance (BLT) during the covid-19 pandemic in the village of balaweling noten, east flores regency. The purpose of this evaluation of the distribution of direct cash assistance (BLT) of village funds during the covid-19 pandemic in the village of balaweling noten, east flores regency. The research was carried out using descriptive qualitative methods. Data analysis was carried out in the study with data reduction, data presentation and verification of conclusion drawing. Data cpllection techniques in this study were interview with the village government and village communities as well as observations by researchers distribution of Balaweling Noten have indeed been carried out properly by the village government of Balaweling Noten. The results of resealts of research conducted by researchers in evaluating the distribution of direct cash assistance to village of Balaweling Noten have indeed been carried out properly by the village government of Balaweling Noten. The evaluation of the BLT-dana desa program has lightened the burden on the community, therefore the effectiveness criteria in Dunn’s evaluation theory have achieved the expected goals. The efficiency of the village government’s action to achieve its goals is to allocate a budget from the central government to regional governments which is then distributed to village funds. The impact of the BLT-Village Fund policy on poor families affected by Covid-19 in the village of Balaweling Noten is in the form of a positive impact, namely the expected impact. While the negative impact is an unexpected impact where with the provision of assistance by the government, people become spoiled and are always waiting for help from the government. Evaluation of the implementation of the BLT-Dana Desa program in the village of Balaweling Noten was carried out on the contents of the policy, namely that the BLT-Dana Des awa deemed successful enough to realize its goal of increasing purchasing power and improving the economy of poor families affected by Covid-19. Evaluation of policy implementation is more emphasized in the period of cash disbursement of BLT-Dana Desa assistance which is once every three months and the place for distribution is centralized at the village office.
