Abstract
The Village Consultative Body is one of the village government institutions to strengthen the administration of village governance and facilitate the implementation of Pancasila democracy in the village. The Consultative Body has the function of carrying out deliberative activities in the framework of preparing various village decisions. The Village Consultative Body functions to accommodate and channel community aspirations and has a function to agree on village development plans. The objectives to be achieved in this study are to find out the role of the Village Consultative Body in development planning in Oeltua Village, Taebenu District, Kupang Regency and to find out what obstacles the Village Consultative Body faces in carrying out its role in development planning. The method used in this study is descriptive qualitative and conducted interviews with predetermined informants. Based on the research results it is known that the role of the Village Consultative Body in development planning has not been maximized, and has not run according to its function. Based on observations and interviews at the research location, the research results obtained were that the role of the BPD in communicating development plans was still not optimal, both communication with the village community and with the village government, negotiations on development plans in Oeltua Village had not been carried out properly between the community and the Oeltua village government or with the BPD. Meanwhile, the political practice of development planning in the village of Oeltua has not been maximized. The obstacles faced are minimal human resource capacity, weak coordination and low transparency of the Village Government.
