Abstract

This thesis is entitled Empowerment of Fishermen Groups in Mokantarak Village, Larantuka District, East Flores Regency. The purpose of this study is to describe the independent empowerment carried out by fishermen groups in Mokantarak Village, Larantuka District, East Flores Regency. The theory used by researchers is Empowerment. Qualitative research methods. The technique for determining informants used in this research is purposive sampling technique. The results of this research show that; (1) the fishermen group in Mokantarak Village has never received training in catch management from the Fisheries Service, (2) the Mokantarak fishermen group is an independent fishermen group because they are able to empower themselves independently, (3) a form of independent empowerment carried out by the seagull fishermen group with how to sell their catch to the market, (4) there are several reasons why the Mokantarak Village fishermen group has not received training from the Fisheries Service regarding processing their catch, one of which is that the Mokantarak Village fishermen group has not been registered with the Fisheries Service because there is no Decree (SK) from the Village which stated the existence of this fishing group. Based on the results of the analysis, the author concludes that the empowerment of fishermen groups in Mokantarak Village has not been implemented. The fishermen group in Mokantarak Village is an independent group because the catch they get is sold to the market without being processed into a product. As a group of fishermen, the existence of this group of fishermen needs to be acknowledged with a Decree (SK) from the Fisheries Service stating that the group of fishermen really exists in an area. However, the reality is that the fishermen group in Mokantarak Village itself does not yet have a Decree (SK) from the Mokantarak Village Party. Therefore, the existence of the Mokantarak Village fishermen group itself has not been registered with the East Flores Regency Fisheries Service. This has caused the fishermen group in Mokantarak Village to not be touched by assistance either in the form of training or financial assistance from the Fisheries Service of East Flores Regency.
