Abstract

This thesis is entiteled “community participation in supporting kebang lewa lolon as marine conservation in Bubu Atagamu Vilage, solor Selatan District, east Flores Regency”. The theory which is used in this thesis is the theory community participation in supporting Kebang Lewa Lolon as marine conservation. The making of Kebang Lewa Lolon was adopted from kebang on land. The concept is that Kebang is a place to store food and community spirit. Research on Kebang Lewa Lolon covers four aspects, namely: aspects of local concepts regarding conservation, implementation of local concepts, community organization in the management of marine protected areas and sustainability of conservation area management. Of these four aspects, each has its own indicators, the first is the aspect of the local concept of conservation. the indicator is: collecting and describing information regarding premits and prohibitions on fishing. Second, the implementation of the local concept. Indicators of this aspect are: the author examines how the community particicipates in the process of making Kebang Lewa Lolon. Third, the aspect of community organization in the management of marine protected areas. Indicators of this aspect are: the community and community groups that have been selected play their respective functions and roles. Fourth, the sustainability aspect of management of marine protected areas. Indicators of this aspect are: the forms of effort made by society, in this case preceptions and actions. The method used in this study is a qualitative descriptive method, namely techniques for determining informants, operationalizing variables, type and sources of data, data collection techniques, data analysis techniques. This study use community participation in supporting Kebang Lewa Lolon as marine conservation in Bubu Atagamu Village, South Solor District, East Flores Regency. The results showed that (1) aspects of the local concept of Kebang on land cab be accepted and applied as Kebang Lewa Lolon. In the agreement regarding Kebang Lewa Lolon, there are customary prohibitions and sanctions for people who violate it. (2) The implementation aspect of the local concept is divided into two, namely: the preparation and making stages of Kebang Lewa Lolon. In The preparation stage there are several activities, namely counselin, making anchors, traditional rituals and distributing materials. After the preparation stage, Kebang Lewa Lolon is made. In the aspect of implementing the local concept, it can be said that the Kebang Lewa Lolon making program is running because of the active role of the community. (3) aspects of community Organization in the management of Marine Protected Areas, carried out by the Bubu Atagamu Village government. In organizing, the formation of the Marine Warriors Groups was not carried out through elections because the community voluntarily joined the group. After the community joined the Laskar Bahari Group, the Bubu Atagamu Village Government determined the group’s management body. (4) Sustainability of Management of Marine Protected Areas is divided into two, namely from that community’s poin of view (perception) and efforts or direct actions of the community in maintaining the sustainability of Kebang Lewa Lolon. Regarding perception, there is no dissemination of additional issues to increase public knowledge. Meanwhile, regarding efforts or actions, the Laskar Bahari Group carries out routine maintenance and control.
