Abstract
Human resource management is a part of management study that focuses on organizing the role of human resources in the activities of an organization. One of the policies requires the role of human resources in its implementation is the No-smoking Area Policy which regulates places that may and may not be smoking areas. One of the offices that has the no-smoking area is Kota Raja Sub-District Office. According to the observations, the application of no-smoking area in Kota Raja Sub-District Office still had obstacles and problems. In implementing the no-smoking area at Kota Raja Sub District Office, was not effective. The research problems were stated as follow: 1) How is the implementation of the no-smoking area policy at Kota Raja Sub- District Office, Kupang Municipality? 2) What are the inhibiting and supporting factors in implementing the no-smoking area policy at Kota Raja Sub-District Office?. Referring to the interviews with 5 (five) informants, documentation studies and field observations, it was found out that the implementation of the no-smoking area at Kota Raja Sub-District Office was not at the highest state. This is resulted from the communication aspect, wherein the socialization was done only once, from the human resources aspect, there was unavailability of budget and facilities for smokers such as a smoking room; from the attitude aspect, passive smokers respond positively to this policy but active smokers cannot accept and eliminate smoking habits while working; from the organizational structure aspect, there was unavailability of the SOP (standard operating procedure) and the delegation of authority from the Head of the Sub-district office to the Head of Section or Head of Sub-divisions in the Sub- District office regarding the implementation of No-smoking areas. The inhibiting factors in implementing the No-smoking area Policy at the Kota Raja Sub-District Office were the lack of socialization, the difficulty of eliminating smoking habits while working and weak punishment. The supporting factor in implementing the No-smoking area Policy in Kota Raja Sub-District Office was spacious office area which allows smokers to smoke freely around it such as in the front office, alongside and at the office back. Based on these results, the following are some suggestions to the management of Kota Raja Sub-District Office: The Head of Kota Raja Sub-District Office should delegate authority to the Head of the General Sub-division and Staff to oversee the implementation of the No-smoking area, and provide new and attractive stickers to be easily seen by employees and people.
