Abstract
This research is entitled: Relocation of the "Aqu Ada" Scavenger Village for City Planning in Pasir Pasir Panjang Village, Kupang City. The problem raised is how the government will realize the spatial planning of the city of Kupang by relocating scavengers who live in urban forest locations in Pasir Pasir Panjang Subdistrict, Kupang City. City spatial planning by the government must also consider the security of scavengers who will be relocated. The aim of this research is to find out how the lives of scavengers live in the Aqu Ada Scavenger Village, Kupang City. To determine the impact of scavenger activities on city planning and to determine the role of the government and related parties in ensuring that relocation will take place fairly and sustainably. This research is research using qualitative research methods which are used to research and understand individual or group behavior and social phenomena in natural conditions so that descriptive data is obtained in oral and written form which is then interpreted descriptively. The results of this research show that in order to realize the government's plan for urban spatial planning, the Kupang city government has tried to relocate the scavengers to a new place by considering cleanliness and aesthetics of the city as well as health problems and also a place that is livable and safe and not prone to disasters but for reasons The scavengers will lose their source of livelihood, easily accessible health and education facilities as well as housing without rental fees. The scavengers firmly refuse to be moved from their current location to the location provided by the government in the Thousand Manulai housing complex. The conclusion about the spatial planning of the city of Kupang will only be realized if the scavengers in the "Aqu Ada" scavenger village of Kupang City who live on government-owned land in the center of the city are relocated or relocated by paying attention to all aspects of successful relocation. This relocation will be successful if the government is able to provide understanding to residents, especially scavengers, about locations that are not designated as residential locations, such as green open space locations in the RTRW, to all residents of Kupang City.
