Abstract

This research is entitled:The Role of Village Government as a Facilitator in Improving Inclusive Conditions for Disabled People (Case Study in Oben Village, Nekamese District, Kupang Regency). The problem raised is the role of the village government as a facilitator in improving inclusive conditions for disabled groups in Oben Village, Nekamese District, Kupang Regency. The aim of this research is to describe or analyze the role of the village government as a facilitator in improving inclusive conditions for disabled groups in Oben village, Nekamese subdistrict, Kupang district. This research can be useful in enriching knowledge both conceptually, theoretically and factually regarding the role of village government as a facilitator in improving inclusive conditions for disabled groups in Oben Village, Nekamese District, Kupang Regency This research uses a qualitative descriptive method using purposive sampling techniques, data sources in the form of primary data and secondary data. The variable in this research is facilitation which is defined as the provision of facilities in the form of physical accessibility and active participation of people with disabilities. The results of this research show that firstly, from the aspect of physical disabilities, in Oben village, disabled-friendly facilities and infrastructure have so far been provided well in fairly good conditions, but there are only a few main facilities. Apart from that, the village government has also provided infrastructure for members of disabled groups who have the potential to do something. Second, it is seen from the perspective of disabled people's participation, both in terms of the involvement of disabled groups in the decision-making process and involvement in participating in every activity in the village. So far, participation from disabled group members has been carried out well. Although disabled group members sometimes do not participate due to circumstances and are lazy to take part. Because of this, it is recommended that the Oben village government provide more main facilities in the form of walking aids, viewing aids, rather than other facilities, apart from that the distribution of facilities is expected to be equal and regardless of status. In addition, it is hoped that disabled group members will participate actively in every group activity. If the community can help the government to further improve inclusive conditions for disabled people, by not respecting the presence of disabled people in the midst of society, in addition the community will be able to understand every obstacle faced by disabled groups.
