Abstract

To ensure the legal certainty of land rights, the government organizes land registration. This is regulated in Article 19 paragraphs (1), (2), and (3) of Law Number 5 of 1960 concerning Basic Agrarian Principles, and Government Regulation Number 24 of 1997 concerning land registration. The reality that occurs in Batakte Village, West Kupang Subdistrict, Kupang Regency from the data obtained by researchers as many as 85 households have not registered their land, this issue has been researched by researchers. By not registering the land and obtaining a legal land certificate according to the law, the worst possibility that will occur is that it can cause various problems regarding land. Thus the problem raised in this research is the Factors Causing People Not to Register Land Ownership Rights in the Village in Batakte Village, West Kupang District, West Kupang Regency. The purpose of this writing is to find out the factors that cause village communities not to register property rights on village land in Batakte Village, West Kupang District, West Kupang Regency. The benefits of this writing are practical benefits are expected to provide an understanding to the community regarding the importance of registering property rights to land, theoretical benefits are expected to contribute thoughts to the development of legal science, especially regarding the importance of land registration and obtaining property rights to land legally according to the law.
