Abstract

The Covid-19 virus is a new virus that is very dangerous and can attack anyone. So that the Government issued a 3M movement policy, namely wearing masks, washing hands, and maintaining distance. The problems raised in this research are the factors that influence people's disobedience in using masks in the midst of the Covid-19 pandemic in Penfui Market, Penfui Village. To solve the problem, the theory used is policy and non-compliance theory which includes aspects of education and knowledge, environmental aspects, aspects of trust. This research uses descriptive qualitative research methods. documentation. The results showed that the aspects regarding the factors affecting the disobedience of the community in using masks in the middle of the Covid-19 pandemic in the Penfui Market, Penfui Village with the following aspects: (1) education and knowledge factors, regarding aspects of educational factors and real knowledge of the community, both sellers and buyers. Those who are active in Penfui Market are not obedient to wearing masks to maintain their own safety due to three things, namely a lack of public awareness, new habits, and a weak supervision system. (2) the aspect of social environmental factors shows that one's compliance with the use of masks depends on oneself and the surrounding environment. Because the environment around the Penfui Market is safe, the community does not think that masks are important for health. (3) Regarding the aspect of the trust factor, it turns out that there are people (sellers and buyers) who believe masks can prevent the spread of Covid-19 and there are also people who do not believe that masks can prevent the spread of Covid-19. So it can be concluded that: first: Education and knowledge are one of the aspects that influence someone to obey or not to use a mask. Second. The East Penfui government conducts outreach in order to be able to optimize public compliance with the use of masks. Third: The social environment becomes a determining factor for the behavioral changes that occur in each individual or group, the family environment and the environment in which they live will shape behavior in each individual. Fourth: In order to convince the public, both sellers and buyers, that the use of masks can prevent the spread of Covid-19, the effort that the Government must do is to always provide education or understanding of the importance of using masks during the Covid-19 pandemic.
