Abstract

Facilitation of the preparation of Village Regulations on mangrove ecosystem management was carried out with several considerations, including: mangroves are a source of livelihood for coastal residents, provide protection during storm disasters, and local practices of mangrove protection have been carried out since long ago and are still maintained today. The challenge is how citizen initiatives are recognised by the government and do not conflict with polycentric governance between various levels of government and citizen initiatives. The purpose of this service is to produce formal regulations in the form of Perdes that accommodate community practices and agreements related to sustainable mangrove management on the Tanah Merah Coast. The method of this activity starts from the facilitation of planning, preparation, implementation, discussion of the draft Perdes with various stakeholders and consultation of the draft Perdes in the Law section of the Kupang Regency Government. This activity resulted in a draft Perdes containing several agreements related to conservation and sustainable management plans involving various stakeholders, including villagers, village mangrove lovers groups, NGOs, BPKH, BKSDA and local government.
