Abstract

Meko water area has the opportunity to become a leading tourist attraction in East Flores Regency. However, the availability of infrastructure and supporting facilities is considered not optimal because the management system still relies on the role of the Pledo Village government. The participation of other interest groups such as the district government and the private sector has not been organized optimally. This paper aims to examine the factors inhibiting stakeholder collaboration while offering an ideal collaboration model in Meko tourism governance. This research uses a descriptive qualitative method with a case study approach. Data were collected through interview, observation and documentation techniques, then analyzed through data reduction, data presentation and conclusion drawing. The problems found were studied using the concept of Collaborative Governance from Ansell and Gash which includes face-to-face dialog, building trust, developing commitment and shared understanding. The results found that Collaborative Governance is an ideal collaboration model for stakeholders to unravel governance problems while giving significance to the transformation of the Meko water area as a leading tourist destination.
