Abstract

The border areas of a country play a strategic role in maintaining the sovereignty and territorial integrity of a nation, while also serving as zones of complex social, economic,and political interactions. Indonesia, with its vast border regions, faces significant challenges in managing and securing these areas. This study examines the legal protection of the rights and obligations of residents in Indonesia's border regions, who are often vulnerable to human rights violations, unclear citizenship status, and limited access to public services and infrastructure. Using normative methods and in-depth analysis of relevant legislation and policies, this study finds that despite a comprehensive legal framework, the implementation and enforcement of laws in border areas still face various challenges.Key challenges include inter-agency coordination, limited resources, and differing legal systems between countries.Additionally,issues of civil registration, natural resource management, and the protection of indigenous rights are also main focuses of this 630 study. A holistic and synergistic approach from various stakeholders is required to enhance the effectiveness of existing regulations' implementation and to ensure that the obligations stipulated in various regulations are well-executed for the national interest and the welfare of border communities. This research is expected to provide significant contributions in identifying the weaknesses of the current system and formulating innovative solutions to address these challenges.
