Abstract

Trade between countries or what is often called international trade is buying and selling activities carried out by the people of one country with the people of other countries on the basis of mutual agreement. Transactions between countries bring economic benefits to a country. Apart from material benefits, the international market allows producers to obtain many customers on a global scale and consumers also benefit because there are many product choices that suit consumer needs and desires. However, now that the security situation has become more conducive and the globalization process characterized by various regional and sub-regional economic cooperation has increasingly developed, the choice of a welfare approach has become an alternative for overcoming the backwardness of districts/cities located on the border. The most likely opportunity is to manage cross-border trade between countries considering that the economic potential is quite large. However, illegal international trade has an impact on state losses. Legal issues recorded in data from the Directorate General of Customs and Excise (DGCE) of the Ministry of Finance in 2023 show that DGCE has confiscated 435 liters of fuel oil (BBM) which was intended to be smuggled from the East Nusa Tenggara (NTT) region to Timor Leste.
