Abstract
Belu Regency has a strategic position because it is directly adjacent to the country of Timor Leste, so regional development is the main focus of the local government with the support of the central government, especially through the Ministry of Public Works and Public Housing (PUPR). In this context, the Belu Regency PUPR Office is an important representation of infrastructure development efforts in the region. However, the existing condition of the office still faces various obstacles, such as limited workspaces, inefficient spatial planning, lack of supporting facilities, and scattered building locations. To answer these challenges, it is necessary to plan and redesign offices in accordance with state building construction regulations. The design is carried out with a Vernacular Architecture Transformation approach that considers functional needs, user comfort, energy efficiency, and the values of the Belu locality through the shape, material, and appearance of the building. This approach is expected to be able to create a representative, functional, and sustainable work environment for government agencies in border areas
