Abstract

The central research question focuses on identifying the strategies employed by Bawaslu Kota Kupang to maintain impartiality among civil servants throughout the electoral process. Adopting a qualitative descriptive methodology, the research gathers data through interviews and documentation. The analysis follows a structured flow of data reduction, presentation, and conclusion formulation with verification. Findings reveal that Bawaslu's preventive measures include advisory letters, coordination meetings with stakeholders, the formation of community forums to promote participatory oversight, and public awareness campaigns. Meanwhile, enforcement strategies involve issuing formal recommendations to authorized institutions for administrative sanctions against neutrality violators.
