Abstract

This research was conducted by Alessandro Nazario Oyang Pellu (31121048) the Development Economics Study Program, Faculty of Economics and Business, Widya Mandira Catholic University, Kupang, with the title “The Effect of Social Assistance Expenditure, Capital Expenditure, and Economic Growth on Poverty Levels in Kupang Regency” under the supervision of Dr. M.E. Perseveranda, SE, M.Si as Supervisior I dan Adrianus Ketmoen, SE, MM as Supervisor II. The objectives of this study are: (1) to examine the effect of social assistance expenditure on poverty levels in Kupang Regency; (2) to examine the effect of capital expenditure on poverty levels in Kupang Regency; and (3) to examine the effect of economic growth on poverty in Kupang Regency. This study employs a quantitative approach, with the sample selected through purposive sampling, totaling 15 observations from the year 2010 to 2024. The results of the study show that, first, social assistance expenditure has a negative and significant effect on poverty, indicating that increased social assistance spending reduces poverty levels. Second, capital expenditure has no significant effect on poverty, suggesting that capital spending does not have a direct impact on poverty reduction. Third, economic growth also does not have a significant effect on poverty, implying that growth alone does not directly alleviate poverty levels. In conclusion, the government needs to improve the distribution system of social assistance by ensuring it reaches the intended beneficiaries. A transparent and well-defined system can reduce suspicion and increase the effectiveness of poverty reduction programs. Additionally, the government should focus on job creation and the development of micro, small, and medium enterprises (MSMEs) to enhance productive skills, enabling poor communities to express their ideas and creativity to generate income and meet their daily needs.
