Abstract

The research was written by Daniel Osvaldo La Bony (31121015), Department of Development Economics, Faculty of Economics and Business, under the supervision of Dr. M.E. Perseveranda, S.E., M.Si as Supervisor I and Mrs. Emiliana Martuti Lawalu, S.E., M.E as Suporvisor II, with the title “Community Participation in the Development Planning Meeting in Fatululi Village, Oebobo District, Kupang City”. The study aims to analyze community participation in the Musrenbang in Fatululi Village, identify factors that support and hinder participation, and formulate efforts to enchane community involvement in the development planning process. The data analysis technique used in this study is qualitative analysis. Data obtained through in-depth interviews, observations, and documentation were systematically analyzed based on field findings. The research results indicate that community participation in the Musrenbang in Fatululi Cillage is still respresentative and not yet comprehensive. Factors supporting participation include community motivation, the role of community leaders, and district government support. The main barriers are budget constraints, low human resource capacity, insufficient comprehensive socialization and limited transparency in follow-up actions. Recommended efforts to enhance participation include improving communication and transparency, conducting follow-up meetings after the Musrenbang, and strengthening the role of RT and RW as intermediaries for community aspirations.
