Abstract

A project is a series of activities to complete a goal that must be in accordance with the established Cost, Quality, and Time (BMW). These three aspects, namely cost, quality, and time, are interdependent, so that if one of them changes, it will automatically affect the other aspects. Problems that often arise and result in the objectives of project implementation not running well are the use of effective working hours that are not optimized so that effective working hours experience a decrease. Many reasons can cause these problems, including the project implementation mechanism, such as delays in procurement of materials, tools, less than optimal control from the implementing party so that workers use the effective working hours for personal needs and additional factors such as weather conditions (cold, hot, rain). In this study, the data used is secondary data taken from the Contract Agreement Document for the Village Road Capital Expenditure Project - Improvement of the Strategic Village Road in Beremuti - Dubesi - Talerun Village which was implemented in Belu Regency, East Nusa Tenggara Province (NTT), in the 2022 budget year with a Contract Value of Rp. 7,989,137,457.00, a completion time of 150 calendar days and the Implementing Contractor CV. Putra Buana. The case studied is how much influence occurs on the minimum daily production, completion time, project costs and project profits due to changes in effective working hours. In the masonry work item with mortar, it is known that the minimum daily production resulting from a decrease in the third effective working hours (jef₃) is (22.13 m³/day) which is smaller than the minimum daily production due to normal effective working hours (38.73 m³/day). Meanwhile, the minimum daily production resulting from an increase in the third effective working hours (jef₃) is (55.33 m³/day) which is greater than the minimum daily production due to the minimum daily production due to normal effective working hours, namely (38.73 m³/day). Changes in the completion time schedule due to the decrease in the third effective working hours (jef₃) are 202.00 days longer than the completion time schedule due to normal effective working hours which is 126.00 days while the completion time schedule due to the increase in total effective working hours which is 93.00 days is smaller or faster than the completion time schedule due to normal effective working hours which is 126.00 days. The project cost due to normal effective working hours is Rp.6,476,076,427.00 equal to the project cost due to the decrease in the first effective working hours (jef₁), (jef₂) and (jef₃) which is Rp. 6,476,076,427.00 while the project cost due to the increase in total effective working hours which is Rp. Rp.6,536,543,540.20 is greater than the project cost due to normal effective working hours which is Rp.6,476,076,427.00. The profit obtained due to normal effective working hours, namely Rp. 647,607,642.70, is greater than the profit obtained due to the total increase in effective working hours, namely Rp. 587,140,529.50, while the decrease in effective working hours does not change the profit.
