Abstract
This writing aims to describe and analyze the role of female legislative members in carrying out legislative functions in the Kupang City DPRD. The formulation of the problem for writing this thesis is the role of female legislative members in carrying out legislative functions in the Kupang City DPRD. In this research, the theory used for analysis in this research uses representation theory. The method used is a qualitative descriptive method. The data sources used are primary and secondary data. Primary data was obtained from informants directly, while secondary data was obtained from data related to research variables in the form of literature, previous research and books. The research results show that the involvement of female legislators in the legislative function can be measured through three aspects, namely discussion and approval, submission of proposed draft Regional Regulations, and preparation of the Regional Regulation formation program. Based on the results of discussions and analysis of approvals, it appears that women's representation is still very minimal because there is only one woman in the regional regulatory formation body (Bapemperda). However, at the stage of submitting the proposed draft Regional Regulation at the Plenary Meeting, all members were involved and took part in the discussion. After discussions, all members were also involved in preparing the program for the formation of Regional Regulations, but because the number of female members was still insufficient, the resulting Regional Regulation product was not yet effective. Currently the regional regulations produced are good, but to date there have been no proposals for regional regulations related to women's interests. From the research results, it is concluded that the representation of women legislative members in carrying out legislative functions is expected to be able to voice the aspirations that have been received, however, until now women's representation in legislative functions is still limited. very lacking in terms of quantity so that the process of discussing Regional Regulations is not yet fully effective. From the conclusion above, the advice that can be given is that female members must be able to convey their arguments or ideas at every meeting, especially if they relate to the rights of women and children so that in the future regional regulations that comply can be created. interests of women and children.
