Abstract

This research was written by Maria Sonita Bria (311 16 042). Economic Development Study Program Faculty of Economics and Business under the guidance of supervisor lecturer I Mr. Daniel Taolin, SE, M.Sc and supervisor II lecturer Mrs. Enike Tje Yustin Dima, SE, ME with the title research research Effectiveness Analysis of Regional Education Management in the City of Kupang. The formulation of the problems in this study are (1) To what extent is the Effectiveness of Regional Expenditure Management in the Education Sector in Kupang City 2015-2019 ?; (2) What factors cause the management of regional spending in the education sector not yet effective ?. The objectives to be achieved in this study are (1) To Know the Effectiveness of Regional Expenditure Management in the Education Sector in Kupang City in 2015-2019; (2) To Know Factors That Cause Ineffective Management of Regional Expenditure in the Education Sector in Kupang City in 2015-2019. The type of data used is qualitative data and quantitative data. Data collection techniques carried out by means of documentation and interviews. The data analysis technique in this research is descriptive analysis using the effectiveness ratio measurement tool. The results showed that: (1) The effectiveness of the management of the indirect expenditure of the Kupang City Education Office in 2015-2019 fluctuated with an average level of effectiveness of 88%. This means that the effectiveness of the management of the indirect expenditure of the Kupang City Education Office is quite effective and the effectiveness of the management of the Kupang Kota Education Office Direct Expenditure in 2015-2019 fluctuates with an average level of effectiveness of 72%. This means that the effectiveness of the direct expenditure management of the Kupang City Education Office is less effective. (2) Factors that cause Regional Education Management in Kupang City Education Office have not been maximized or are still quite effective because: limited quality of human resources in carrying out activities according to their fields, not yet maximal internal coordination in SKPD including actors related to the implementation of activities and financial management, less the maximum is the SKPD financial and goods management unit in coordinating financial and goods reports with the regional secretariat equipment section as the manager of regional property.
