Abstract
The Panite Community Health Center is one of 32 Community Health Centers in Timor Tengah Selatan District with the highest maternal and child mortality rates despite implementing the NTT Maternal and Child Health Revolution. The purpose of this study is to determine the factors that influence the implementation of the NTT Maternal and Child Health Revolution at the Public Health Center of Panite, Amanuban Selatan District, South Central Timor Regency, with the 2H2 Center system as an Intervening Variable. The data used in this research is qualitative data obtained from primary data in the form of the results of questionnaires by 35 respondents. Analysis of the data in this study using the analysis of Structural Equation Model (SEM) based on variance, namely Partial Least Square (PLS) using the SmartPLS application. The results of descriptive statistical analysis carried out by calculating respondents' perceptions showed that the variables of Human Resources for Health, Medicines / Health Equipment, Buildings, Systems, Budgeting and Financing, 2H2 Center Systems and the KIA Revolution were in good categories. The results of hypothesis testing show that: Human Resources for Health, Medicines / health equipment, Buildings, Systems, Budgeting and 2H2 Center Systems have a positive and significant effect on the NTT Maternal and Child Health Revolution at the Puskesmas Panite, then HR, Systems, Budgeting have a positive and significant effect on the 2H2 System at the Panite Health Center. The contribution of the Human Resources variable for Health, Medicines / Health Equipment, Buildings, Systems, Budgeting, the 2H2 Center System to the NTT KIA Revolution variable was 81.5%, and the contribution of the HR variable, Medicines / Health Equipment, Buildings, Systems, Budgeting to 2H2 System variables Center amounted to 70.7%. Based on the results of this study, it is suggested to the management of the Panite Community Health Center to improve human resources through education and training, Medicines / Health Equipment by paying attention to the type and quantity through planning, it is necessary to propose a building for a birth waiting house through planning, the manual system to be upgraded to an electronic system, budgeting for Maternal and child health services need to be added, the implementation of the 2H2 Center System for monitoring maternal delivery which is more optimal in the context of the implementation of the Maternal and Child Health Revolution at the Panite Community Health Center , Amanuban Selatan District, South Central Timor Regency.
