Abstract

Every effort has been made to improve the people's economy so that they can live in prosperity. Efforts are usually carried out by various programs aimed at empowering the community, one of which is the launching of the Community Economic Empowerment Program. The objectives of this study are 1) To determine the use of PEM funds for the community receiving PEM funds. 2) To find a business development model for PEM fund recipients This study uses secondary data sources and primary data where the variables in the study are measured using a research instrument, namely a structured list of interview questions. There were 15 samples in this study which were then analyzed using qualitative descriptive techniques. In this case the data collected is sorted and organized and then categorized (classification) by connecting the facts and then describing or explaining the facts to reach a final conclusion or research findings. The results of this study indicate that the amount of PEM funds distributed in 2019 in Fatufeto Village, Alak District, Kupang City was Rp. 217.500.000. Distribution of PEM funds for recipients, the benefits of the funds are no longer provided for those who have just developed a business but for those who already have a business. The business owned is a productive business. Funds received in the form of loans must be so that these funds can be rolled out again. The finding is that the provision of Community Economic Empowerment (PEM) funds is given to people who have productive businesses in the lower middle class group. However, it was still found that PEM funds were given to people whose businesses were said to be unproductive and even did not have a permit. This will have an impact on PEM refunds if the business does not go well. And it is necessary to review how the mechanism for distributing PEM funds to existing business actors
