Abstract

This paper aims to review deliberative democracy at the local level which is framed in the musrenbang in the local domain of the village. In elaborating on research that isensense participatory failure in the Musrenbang process and answering the conception implementation deliberative democracy in citizen forums that were formed pre-Musrenbang in the Village Asumanu, Raihat District, Belu Regency. This research then gives new hope for a participatory process the is governed by elite groups in Village. In addition, this research study was conducted in answering how community participation in village development planning in Asumanu Village. Review of research supported by deliberative democratic theory by Jurgen Habermas and the concept of public space, participation and influence as a deliberative indicator of democracy. Where deliberative process towards the Village Murenbang in influenced by existence of a hamlet Deliberation Consciously as a discourse in accommodating community participation. This research using a qualitative approach the process of discovery includes elaboration through interviews and supported by literature studies related to deliberative democracy as well village development planning. In the study of the conception of democracy deliberative in village development planning that is formed in the deliberations of village development plans that facilitate participation community which will have an impact in welfare in the village. Where are public spaces in the process played out but in the Asumanu Village Musrenbang did not run deliberative.
