Abstract

Economic development aims to prosper the community.The progress of economic development can be seen from the economic growth in the area. By determining the leading sector, it can encourage economic growth.The economic growth of Kupang Regency in 2006-2020 fluctuated and decreased, it can be seen from the growth rate of Kupang Regency's GRDP in 2006-2020. Therefore, this study focuses on determining the leading sectors and their effects on economic growth. This study has the aim of analyzing the leading sector owned by Kupang Regency to be developed as a supporter of Kupang Regency's economic growth. The formulation of the problem in this research is 1) What are the leading sectors in the economic development priorities of Kupang Regency for 2006-2020? 2) Does the leading sector have a significant effect on economic growth in Kupang Regency? 3) What is the economic development strategy of Kupang Regency in supporting leading sector-based economic growth? The objectives of this research are to find out: 1) Knowing the leading sectors of Kupang Regency in the regional economic development priorities for 2006-2020. 2) Knowing the leading sector of the regional economic growth rate of Kupang Regency. 3) Knowing the economic development strategy of Kupang Regency in supporting leading sector-based economic growth. The types and sources of data used are Secondary Data, namely 2006-2020. For the process and data analysis using LQ (location query), shift share analysis and simple linear regression analysis with the base sector (X1) and the economic growth rate (Y). The results of the analysis show that the leading sectors in Kupang Regency for 9 sectors from 2006-2009 are the agricultural sector, the mining and quarrying sector, the building/construction sector, and for 17 sectors from 2010-2020 are the agriculture, forestry and fishery sectors. mining and quarrying, construction sector,real estate sector, enterprise service sector. The results of the t-test or partial variables of the economic base sector have a positive and significant influence on economic growth.
