Abstract

Problems regarding the development of the coastal area of Belu Regency through the center of economic growth. The development of coastal areas that affect the availability of infrastructure for education, health, technology, transportation, and the economy is also a benchmark in the development of growth centers in the coastal area of Belu Regency. The center of economic growth seen from the two analyzes above makes Silawan village a village with order I in the center of growth center and Dualaus village into a village with order II, so the two villages can become centers of economic growth in the coastal area of Belu Regency. Supporting and inhibiting factors for the development of coastal areas through centers of economic growth are as follows: supporting factors (potential of natural resources, geographical location of the region neighboring Timor Leste being one of the sources of income). The inhibiting factors are: low human resources and minimal knowledge of natural resource management, lack of equipment or fishing gear for fishermen. The purpose of this study was to analyze regional development through determining the location of the growth center in the coastal area of Belu Regency. This study uses descriptive qualitative research using scalogram analysis to determine the location of growth centers based on the availability of health, education, technology, and economic facilities. And the Marshal Centralization Index to determine the weight of the infrastructure of each region on the coast of Belu Regency. The results show that based on the Scalogram Analysis, Dualaus Village and Silawan Village occupy the first order with a total of 11, which means that this explains that Dualaus Village and Silawani Village are suitable to be the location of the center of growth. And Based on the Marshal Centrality Index Analysis, Dualaus Village and Silawan Village occupy the first order, which means this explains that the two sub-districts are the locations of the growth centers as seen from the weight of the existing infrastructure, compared to the other two coastal villages.
