Abstract

The problem in this thesis is How effective the use of village funds in financing the village community empowerment program. The purpose of the study describes and analyzes the Effectiveness of Village Fund Utilization in Financing the Village Community Empowerment Program in Fafinesu Village A, Insana Fafinesu District. Using case study methods and data collection techniques, such as observation, documentation and in-depth interviews is one of the choices and the right way to answer the objectives and solve research problems. The results of the study show that the effectiveness of the use of village funds has been able to empower the community in Fafinesu A village, Insana Fafinesu district, North Central Timor Regency. This can be from (1) The achievement of the objectives is shown by the usefulness of the empowerment program which is considered to have been able to empower the people of Fafinesu A Village with an animal feed making program and sewing training for mothers in Fafinesu A village. The budget in the empowerment program in Fafinesu A Village is considered unable to change the community's economy because it is considered very small and the village government is too focused on increasing the capacity of the village apparatus. The empowerment program has been able to improve the welfare of the community, this can be seen from the community's house which was originally walled with a pond now that it has cemented and their children can continue their education in higher education (2). Integration is shown by the counseling and awareness (so cialalization) carried out by Fafinesu A village givernment officials by presenting speakers from DPMD and the TTU Regency Livestock Office as well as Soe Computer Jetnis. In delivering communication and information, the Fafinesu A Village Government has been very open with its community regarding transparency or programs in the village, this can be proven by the installation of billboards / banners containing every detail of the community empowerment budget. All empowerment programs are the result of village deliberations which are a joint agreement between the government and the community (Consensus) from the hamlet to village level (3) Adaptation is shown with the Fafinesu A village government is considered unable to adjust the empowerment program to village finances, which only prioritizes its budget on government implementation programs and village development so that many proposals and empowerment programs are not in accommodating by the village government Fafinesu A. Fafinesu A Village Government has not been able to adjust the empowerment program to the potential of the village, with the characteristics of the village potential so that the potential of the village that has not been managed such as cashews, sopi and peanuts. Intense dialogue between the government and communities that accept and reject the use of village funds, especially in the field of empowerment through a communication forum located at the Fafinesu A village office.
