In order to achieve the objective, Classroom Action Research (CAR) was used as the research design. This study was conducted in two cycles in which each cycle consisted of four steps namely Planning, Action, Observation and Evaluation. The writer used test (written test) and observation sheet to gather the data. This study was conducted in SMP Angkasa Kupang. The writer chose Class VIIIA. The class consists of 20 students and the writer treated them all as the subject of the study. Based on the reflection in cycle 1, the writer found that were not provided sufficient example and late responded when the students performed the conversation so the writer decided to conduct the cycle 2. In both cycles, the writer conducted teaching learning process by using substitution drill as teaching technique. After the process, the writer gave the test to the students. After analyzing the process the writer found that the use of substitution drill is effective in teaching present continuous tense at the eighth grade students of SMP Angkasa Kupang in academic year 2015/2016. The effectiveness of this drill is indicated by the improvement of students’ average score from Cycle 1 to Cycle 2. In the cycle 1, students’ average score is 65.5 (Average) and in the cycle 2 the average score improves to 94 (Very Good).
