Abstract

This research was written by Febriyanti Elvira Maristo Hibo (31120037), Development Economics Study Program, under the guidance of Mr. Dr. Stanis Man, SE, M.Si as supervisor I, and Mrs. Enike T. Yustin Dima, SE, ME as supervisor II, with the research title "The Influence of Government Expenditures in the Health and Education Sector on the Human Development Index in East Nusa Tenggara Province". This research aims to determine the picture of government spending in the health and education sectors on the human development index in East Nusa Tenggara province descriptively, and to determine the simultaneous and partial influence of government spending in the health and education sectors on the human development index in East Nusa Tenggara province statistically. This research is quantitative in nature, sourced from secondary data obtained from data on government spending allocations for the health and education sectors at the Regional Development Planning, Research and Development Agency for East Nusa Tenggara Province. The population in this study is all government spending allocation data for the health and education sectors taken based on time period. The sample used in this research is government allocation data for the health and education sectors for the last 20 years (2004-2023). The data collected was then processed using the E-Views 12 program, to see the results of descriptive statistics, multiple linear regression, classical assumption tests, hypothesis tests, and determination tests (R^2). The partial test results show that the Health Sector Government Expenditure Variable (X1) has a positive but not significant effect on the human development index in East Nusa Tenggara Province as indicated by the calculated t value < t table (0.2944494 < 173406) and the prob (significance) value of 0.7722 > 0.05, Government Expenditure Variable Education sector (X2) has a negative but significant effect on the human development index in East Nusa Tenggara Province as indicated by the calculated t value < t table (-2.314956 < 173406) prob value (significance ) of 0.00342 F table of 4.4196 with a Prob (F-statistic) of 0.025041 < 0.05, so it can be concluded that the Health Sector Government Expenditure variable (X1) and the Education Sector Government Expenditure Variable (X2) has a positive and significant effect simultaneously on the human development index in East Nusa Tenggara Province. The coefficient of determination in this study was 0.369% or 36.9%, while the remaining 63.1% was influenced by other variables not included in this study. It is hoped that future researchers can add other variables that can influence the HDI in East Nusa Tenggara Province, so that they can provide even better results.
