Abstract

This research discusses the communication process in city branding through the Kelimutu Lake Festival held in Pemo Village, Kelimutu District, Ende Regency. Indonesia has great natural wealth and cultural diversity, as well as significant tourism potential. In this context, festivals are one way to promote city identity and attract tourists. This research uses interview and document study methods to analyze the interaction between the government, local people, indigenous communities, and tourists. The results show that the festival is not only an expression of gratitude, but also a means to build effective communication competencies. Through various activities such as art exhibitions, music, and traditional rituals, the festival creates a positive image for the city and increases residents' pride in where they live. Thus, the city branding done through this festival is expected to attract more visitors and investment to the area. His suggestion is that the community can be involved in planning, not only in the implementation of the festival.
