Abstract

This research, entitled “Analysis of Strategies and the Effectiveness of Berlo’s SMCR Communication Model by the Public Relations Division of Polresta Kupang Kota in Delivering Information to the Public”, aims to analyze communication strategies and the effectiveness of implementing Berlo’s SMCR Communication Model in the dissemination of information by the Public Relations (PR) Division of Polresta Kupang Kota. In today’s digital era and era of information transparency, the role of police public relations is increasingly vital in building a positive image, maintaining public trust, and ensuring that information is delivered accurately and understood effectively. This study employs a qualitative approach, with data collected through in-depth interviews with the Head of the PR Section and publication staff, direct observation of communication activities, and documentation from various media channels, including social media, print media, and official police communication platforms. The SMCR model (Source, Message, Channel, Receiver) serves as the analytical framework to examine the interrelation of communication components. The findings indicate that PR strategies include the formulation of persuasive and clear messages, optimization of social media as the primary communication channel, and regular evaluation to assess message effectiveness. The application of the SMCR elements is considered effective, although challenges remain, such as delayed responses to emerging issues and inconsistencies in information delivery. This study recommends enhancing the PR team’s capacity in digital media management, utilizing issue-monitoring technology, and providing strategic communication training to strengthen the PR function as a bridge between the police institution and the public.
