Abstract

This study aims to determine and analyze: 1) The description of Planning, Implementation, Supervision and Control, Human Resources and Optimization of Regional Property Management at the Regional Revenue and Assets Agency of East Nusa Tenggara Province; 2) The Significance of influence of planning, implementation, supervision and control partially on the Optimization of Regional Property of East Nusa Tenggara Province; 3) The significance of influence of human resources in mediating the influence of supervision and control on the Optimization of Regional Property of East Nusa Tenggara Province; 4) The significance of influence of human resources on the Optimization of Regional Property of East Nusa Tenggara Province. The data used in this study are secondary data. The data are collected using a questionnaire and observation and then are analyzed using descriptive statistic and inferential statistic applying SEM PLS. Based on the results of the study, it can be concluded: 1) The description of planning, implementation, supervision and control, human resources and optimization of regional property is quite good 2) Planning has no significant effect on the optimization of regional property; 3) Implementation has a significant effect on the optimization of regional property. 4) Supervision and control have a significant effect on the optimization of regional property.5) Planning has a significant effect on human resources. 6) The implementation of the management of regional property has no significant effect on human resources. 7) Supervision and control of the management of regional property has a significant effect on human resources. 8) Human resources have a significant effect on the optimization of regional property. 9) Human Resources can Mediate the Effect of Planning and Supervision on the Optimization of Regional Property but cannot mediate the effect of Implementation on Regional Property. The suggestion that can be submitted is that the Regional Revenue and Assets Agency of East Nusa Tenggara Province must improve planning, implementation, supervision and control in the management of regional property in order to create optimization and the need to increase the quality and quantity of human resources in order to properly manage regional property in accordance with set rules.
