Abstract
This thesis is entitled Political Representation of Women in Legislative Institutions Case Study of the Low Women's Representation in the Ngada DPRD 2019-2024. The formulation of the problem in writing this thesis is How is the Political Representation of Women in the Ngada DPRD 2019-2024 and what are the obstacles and challenges to the election of women candidates in the 2019 Legislative Election in Ngada. The theory used by researchers in solving research problems is Political Representation according to Hana Pitkin, especially Symbolic and Descriptive Representations and women's political barriers. This study used descriptive qualitative method. Primary data sources are informants while secondary data are documents related to research variables. The data collection techniques used were interviews, observation, and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed descriptively qualitatively. The results of the study show that (1). Descriptive representation, in the form of ethnicity and religion, does not affect ethnic factors on the electability of female candidates because all the candidates who compete represent ethnicities in Ngada, namely the Bajawa, Riung, Soa and other ethnic minorities such as Javanese and Bugis and all candidates who compete represent religion. in Ngada Regency, namely Catholicism as the majority religion, Protestant Christianity and Islam. (2) Symbolic representation, women candidates do not fight for and campaign for all kinds of women's problems in their respective electoral districts and public interests that are very urgent in their respective electoral districts, this is due to the lack or limitation of campaign funds so that they have never carried out political campaigns as well as female candidates who advance in legislative elections only to fulfill 30% women's representation. (3) women's political obstacles are marked, lack of political education and training, regeneration levels and weak sources of funds in mass-raising activities and campaign attributes. Based on the results of the analysis above, the authors conclude that descriptive representation, symbolic representation and political obstacles affect the low representation of women in the Ngada DPRD. Based on the conclusions above, the authors suggest that in the future political parties in Ngada need to carry out political training and regeneration for female candidates so that they have a good political understanding and female candidates in Ngada Regency must have good finances or finances so that they can support political campaign activities.
