Abstract
The research problems to be answered in this study are (1) How is the realization investment in the tourism sector in the NTT Province? (2) How much is the rate of tourists visiting NTT as the result of investment in the tourism sector in NTT? (3) what are the factors supporting and inhibiting the investment in tourism sector in NTT province? The aims of the study are: (1) To find out the realization investment in the tourism sector in NTT Province. (2) To find out the rate of tourists visiting NTT as the result of investment in the tourism sector in NTT. (3) To find out the factors supporting and inhibiting the investment in tourism sector in NTT province. The method employed in this study was descriptive, involving primary and secondary data that were obtained through interview technique with the officials from Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu NTT and Dinas Pariwisata dan Ekonomi Kreatif Provinsi NTT. Quantitative data on investment were analyzed using descriptive statistics and the interview data were analyzed using qualitative description. The results of this study show that in 2016 the highest rate of investment realization occured at the fourth trisemester with the total value of investment of Rp. 1.647.564.939.924,22. The least investment occures at the third trisemester with the total value of investment of Rp. 269.565.264.624,00. The hotel sector was the highest in receiving investment projects with the total number of 38 projects. East Sumba District received the highest domestic investment realization with the total value of Rp. 475.169.200.000 while Kupang City received the highest foreign investment realization the total value of US$ 62.152.133,63. West Manggarai District attracted the most foreign investors from USA, Australia, The Netherlands, Belgium, England, Italy, France, Singapore, and Spain. Kupang City was also visited by the highest number of tourists with the total number of 209.494 people. The study also found that there were some factors that support and inhibit the investment in tourism development in NTT. This factors covers the aspecs of tourism institution, destination, marketing and industry. Based on the result of the research, the writer would like to offer some recomendations as follows: the government need to increase the frequency of tourism promotion in NTT in order to attract more investors and tourists coming to NTT. The government also needs to increase the budget for tourism sector in order to improve the condition of the existing tourism infrastructures. There is also a need to develop better cooperation between the government offices in order to guarentee significant improvement of tourism development in NTT province.
