Abstract

The function of village government and the theory of organizational or institutional capacity indicators, namely: the ability to analyze village potential, organize participatory development planning meetings, make RPJMdes and LKKPDes and make Perdes. The research method used is descriptive with a qualitative approach. The type of data used are primary data and secondary data. Data collection techniques were carried out by observation, interviews and documentation. The data analysis technique used is data reduction, Data Presentation and finally Verification/Withdrawal of Conclusions. The results of this study show that: Village Government Leadership Capacity in controlling Livestock can be measured by (1) Individual Capacity. is that village regulations in Law Number 08 of 2018 concerning Livestock Control already exist but are not optimal because there are still livestock whose owners are allowed to roam in public places. The BPD has begun to show its duties and functions between the Village Government and the community and the BPD in Lasaen Village can play a role and function as channeling community aspirations. The ability to respond to the aspirations of the village government and the BPD as the highest authority in the Village environment must be aware of their rights and obligations to be able to regulate and take care of the public interest. Therefore, in carrying out its obligations, the BPD must be able to create good communication with the community. (2) Organizational or institutional capacity. the ability of a leader to manage an organization is related to the ability to analyze the potential of the village where all these resources can be utilized for the sustainability and development of the village, but some community breeders/herders are less sensitive about this problem because the problem of wandering livestock is the responsibility of all parties concerned, as well as the community itself. The village government holds musrembangdes so that the community gathers and issues complaints and opinions regarding village development. The lack of public awareness about the importance of implementing regulations regarding livestock management is due to a lack of socialization from the BPD and the village government.
