Abstract

The Regional Drinking Water Company (PDAM) in Kupang Regency always appoints non-permanent employees for a 1 year probationary period. Where the appointment must meet the criteria in the PDAM of Kupang Regency. However, in the process of hiring permanent employees, they still use a manual system where the process still relies on direct assessments in the form of predictions or estimates by the general section and each sub-section without using absolute values for calculations. From the existing problems, it is necessary to create a web-based decision support system application that can assist decision makers in hiring permanent employees. This study uses the SMART method (Simple Multi Attribute Rating Technique) which is a multi-criteria decision-making method, where this multi-criteria decision-making technique is based on the theory that each alternative consists of a number of criteria that have values and each criterion has a weight that describes how important compared to other criteria. The application is built using the PHP programming language and MySql Database. The result of this research is a decision support system that can assist in the appointment of non-permanent employees to become permanent employees in an objective and computerized manner. The use of this decision support system can help the general and financial division heads for the appointment of permanent employees and make it easier for leaders to decide on the appointment of permanent employees.
