Abstract
This study aims to determine the factors that cause and trigger traffic jams and efforts to overcome traffic congestion problems on Jalan Piet A. Tallo, Kupang City. In this study using three variables, namely volume, speed and density. The research was conducted in approximately 6 months in which there were literature studies, preliminary surveys, data collection and data processing. The time of conducting the research was carried out during the three peak hours of traffic flow, namely in the morning between 07.00 - 08.00, afternoon between 12.00 - 13.00, and evening between 17.00 - 18.00. This research was conducted on the Jalan Piet A.TAllo section which consists of the front intersection of Jalan M. Sabaat (heading 1) with a two-lane two-way road (2/2 UD), in front of the intersection of Jalan Graha Pena Timor Expres (post 2) with a two-lane two-way road (2/2 UD), in front of Kahang Jaya (post 3) with a divided four-lane road (4/2 D), and in front of the Kupang Health Polytechnic (post 4) with a divided four-lane road (4/2 D). The results of data analysis from this study are the highest number of vehicle volumes at each research post in one survey day that the peak hour volume occurs at 18:00-19:00 on Mondays with a volume of 2,236.9 pcu/hour which occurs at post 4 (in front of the Poltekkes). The speed value on May 8, 2023 at 07.00-08.00 in the first direction is 9.98 km/hour. The value of the traffic density of one of the posts is at the M. Sabaat branch at 07.00-08.00 one way, namely 19,095 Kend/Km. The road capacity value at one of the posts, namely post four, is 3,047.22 pcu/hour. The value of the degree of saturation of one of the posts, namely post four, is 0.73 pcu/hour. To determine the level of service for this road, the peak hour volume is taken, namely Monday from 17:00 to 18:00, with a volume of 2,236.9 pcu/hour and a capacity of 3,047.22 pcu/hour, so the value of degree of saturation (DS) = 0.73 and the average speed on Monday is 10.03 km/hour, the service level in this condition is service level F. The highest side resistance value is at 17.00- 18.00 is 699.9.
